The Plan of the Economy and the State Budget for 2022, approved in December by the National Assembly of People's Power, from January 15 will be subject to analysis in the labor groups, this time disaggregated and with the tailored suit of each company, base business unit and budgeted unit.

 Such a process is also extensive to the remaining economic actors such as MSMEs, new non-agricultural cooperatives and self-employed workers, since ultimately they are called to contribute to the country's recovery after almost two years of drastic reduction in levels of activity due to COVID-19, the worsening of the world crisis and the measures associated with the reinforced US blockade against Cuba.

 Although the role assumed by the municipal assemblies of People's Power to discuss, approve and control the fate of each penny in 2022, where to concentrate the main efforts and resources at the local level and how to capture high volumes of income, has been insisted on the presentation and debate of the plan and budget before the workers is vital because it is up to them to create most of the goods and services that we need.

 And the analysis must be transparent, with arguments, without unfulfillable promises and stripped of all formalism.  The administrations -together with the union-, in addition to presenting the results of the previous year, will assess how much more can be done in order to exceed or improve such indicators, in the midst of a scenario that will continue to be complex and convulsive.

 But let the workers themselves -aware of the challenges, difficulties and individual and collective potentialities-, who propose ideas or initiatives, how they are going to solve one or more problems based on the autonomy and powers granted to the company, point out the obstacles that still hinder the production process, how or with which actors they could be chained, in what activities they will use the profits and not only in salary, how to achieve efficiency.

 Strengthening all reserves in the production of national goods, a rigorous saving of limited financial resources and a price policy consistent with the proposed objectives is the call made by the leadership of the Revolution, starting from the fact that with the transformations underway, with the measures and legislation adopted, the country is in better conditions to implement the Ordering Task, advance and face phenomena such as inflation.

 This year -and this is how it appears in the State Budget Law- the reserve in support of the business system is reduced by significant levels, fundamentally financing for losses, as well as subsidies to special treatment budgeted units and organizations and associations, from projecting increases in their income and applying measures to control and restrict expenses.

 Then, at the base, the most rational use of the material, human, and financial resources available to them must be guaranteed, including the use of consumption and expenditure standards, without exceeding the levels of budgetary expenditures and the directive and specific destination indicators, which are approved for the year 2022.

 In the recent session of the Parliament, Ulises Guilarte, general secretary of the Central Workers Union of Cuba (CTC), reflected that although there is a package of approved policies and measures, which decentralize functions and target the group where these goods and services are generated, it is necessary to continue defending from the union that whoever contributes the most should receive the highest economic remuneration.

 The labor leader proposed to the leadership of the National Assembly of People's Power that from January 15 to March 15 the deputies for each territory join the discussion of the Plan of the Economy broken down into labor groups, where it does not always arrive on time, narrowed down.

 "It's not about informing the workers of numbers, but rather that people understand the reserves and in what aspect we can advance," said Guilarte.

 In the parliamentary session itself, Marta Elena Feitó, Minister of Labor and Social Security, asked herself why, if there are 11 destinations of profits, everything is concentrated in the workers' wages and is not distributed in other items, depending on the fact that the company can grow.

 She explained that in the budgeted sector (with 48% of the workforce today), productivity is not valued with the same rigor as in the business sector, in addition to underlining that teleworking and remote work are not promoted and are only seen as an emergency, which cannot be so.

 But how much can we contribute to the budget from the savings in the budgeted sector?  "That is won in the workers' assemblies," said deputy Marcy Reinoso Torres.

 The Plan of the National Economy and the State Budget for 2022 are oriented towards measures that can improve the socio-economic situation of our population as much as possible;  this does not mean that we are going to be able to solve them all, but we can advance in a more effective way in solving the accumulated problems and the new ones that arise, said Cuban President Miguel Díaz-Canel, before the Economic Affairs Commission of the Parliament.
