APPLICATION FOR NETWORK LICENSES BY NATURAL PERSONS

The legal norms that regulate the use of the spectrum are necessary for its optimization, avoiding interference and the degradation of the public services provided by the operator.

On May 21, 2019, the MINISTRY OF COMMUNICATIONS, through the Official Gazette, issues RESOLUTION 98, where it announces that within 60 days, the "Regulation for the use of high-speed wireless telecommunications networks in the bands of 2.4GHz and 5GHz frequencies.

This regulation establishes that “natural persons permanent residents in the country have the possibility of installing this type of link for their personal use, non-profit, in the following modalities:

Wireless personal area network known as RPAN, intended to provide connection within their homes with public networks authorized to provide communications services in the country (ETECSA, Joven Club).

Radio local area networks with the establishment of outdoor antennas, with the possibility of giving access to other natural persons outside the building of its installation.

This resolution also organizes the legal rules of the process of “IMPORTATION OF EQUIPMENT TO BE USED IN HIGH-SPEED WIRELESS TELECOMMUNICATIONS NETWORKS”

Natural persons require a technical authorization for non-commercial importation issued by the UPTCER, of equipment that operates in the frequency bands from 2400 MHz to 2483.5 MHz and from 5725 MHz to 5850 MHz and whose maximum transmission e.i.r.p can be adjusted so that it does not exceed 100 mW; If the technical authorization for importation is not obtained, the equipment is retained in the General Customs Office of the Republic.

STEPS TO REQUEST A LICENSE TO OPERATE HIGH-SPEED WIRELESS TELECOMMUNICATIONS NETWORKS AND IMPORT PERMITS FOR EQUIPMENT TO BE USED IN SUCH NETWORKS.

Enter the Portal of the Ministry of Communications… https://www.mincom.gob.cu

 Register to get username and password.

 Go to the ONAT.

 Request model CR-09 and fill it out, according to paragraph 101060 “Other rights”.

 CLARIFICATION: The date of the payment period is adjusted to the validity of the type of Permit to be requested.

 Go to the bank.

 Make the payment of 10 CUP for concept: Other rights.

 Keep the proof of payment received from the bank at the time the payment is made.

 Go to the MINCOM portal, with the username and password that was registered, to the Procedures section. Step 4

 If you are going to request a Networks permit, you must click on the Telecommunications Category. Step 5

 Request the type of License that the user wants: step 6

 Note: The license request is accessed by clicking on the name of the service, if you click on the icon you will only be able to download the form.
